"Goad's efforts comprised a consciously Baconian programme to reform astrology by using experimental natural philosophy to save its rational and useful core, and discard its superstitious accretions. He foresaw great potential gains, not only in terms of weather prediction but indirectly for agriculture, medicine, and so on... Goad's working assumption was that the planets (each with a specific and unique nature) influenced the earth's atmosphere." - ODNB.
