Plans for a complete critical edition were conceived in Oxford in the 1960s; the bibliographer and eminent Voltaire scholar Theodore Besterman (1904-1976) was invited to guide the project; Besterman brought a wealth of scholarship and academic influence, and he bequeathed his large library to Oxford's Taylor Institution; upon Besterman's death the university inaugurated The Voltaire Foundation as a discrete research department.
